If the system "hangs" (where the loading circle spins next to the button) during any stage in the submission process, try clearing your cache and cookies. Make the change and try to save again. If this doesn't work, there's a bigger issue at hand. Refer to this procedure for troubleshooting:
Clear the network log by clicking the "circle with a slash through it" or the trashcan button (depending on which browser you're using) in the panel to eliminate clutter
Note: If you go through the troubleshooting process and there still are issues after Pitt IT tries to resolve it, there is a larger problem. Pitt IT is working constantly to make our journal operating systems as smooth as possible for our users. Staff at POLP are happy to take the actions you need, like saving an announcement or making a submission, if your computer is unable to.
