Use of Westlaw and the law-specific version of LexisNexis is limited to those who are students or faculty in the Law School.
You will find that we provide access to a number of similar sources such as Academic (LexisNexis), HeinOnline, LegalTrac, and Congressional (LexisNexis). It's possible that you may locate what you need through these resources. If you don't find what you need in these databases you could go to the Barco Law Library http://www.law.pitt.edu/library to use a fifth database called Lois, which may be similar to Westlaw.
