Because it's probably part of the Snapshots series. Foreign Affairs Snapshots are online-only features found on the Foreign Affairs website. Library databases provide access to Foreign Affairs content that appears in the print journal but do not provide access to Snapshots.
Unlimited access to Snapshots is possible with an individual subscription to the journal. Free registration on the Foreign Affairs website grants access to one article a month.
